Netflix+browsing tablet
Essentially looking for the cheapest tablet I can find with at least a 7" screen, capacitive touchscreen, and capability to browse the web and watch things on netflix over wifi. Preferably new but will consider used/ebay if nothing decent is under the $250 mark. Any help is appreciated.

Since you haven't specified any requirement for Windows compatability I'm going to assume you're looking for an Android tablet.
Most of the generic cheapo tablets aren't worth your time or money.
In the sub $250 price range, if you're okay with no cameras, then a KindleFire or a NookColor will both meet your requirements just fine. Both are quality hardware with most of the day battery life and excellent support, (manufacturer and user base). You can actually get a used 1st Gen NookColor with a case included for less than $150.
If you require more bells and whistles then you will have to move up a few price points.

The Kindle Fire and Nook Color can do netflix without awful video lag and web browsing at least half decently? If so, that's an easy choice since I hear great things about those systems otherwise!
This post is for a recommendation for a friend getting a gift for his girlfriend's birthday. She has an iphone for most things but web browsing is weird without flash and it's a bit small for watching videos/netflix on. That's really all she'd want in a tablet.

The KindleFire and the NookTablet both come with a hybrid version of Android that is partly open and partly locked down. How well that works out for you depends on what you expect out of it. Your stated requirements are no problem.
If you really want to wring them out then I have no reservations recommending CyanogenMod software. Not sure if it's been ported to the Fire yet, but it will open up full Android on the NookColor to do whatever you want within the limitations of the hardware.
