Re: bluetooth
You should have a pre-installed Toshiba app to accept (and send) files by bluetooth on your Tablet.
On my M750 it's installed in:
Start - Toshiba - Bluetooth - Wireless File Transfer
If it's not there then do a search. If still not found then look for it on the support - download page for your Tablet at the Toshiba site.
You're need to check the manuals for your phones to see how to push images by bluetooth, it shouldn't be too difficult.

Re: bluetooth
As adam.mt already said, your tablet PC has a Bluetooth stack installed. That's all you need. Either the Toshiba Bluetooth Stack, or the Windows Default Bluetooth stack or some else, like Widcomm, or whatever exists.
You just have to activate BT on both PC and phone, pair it and then select the file on you mobile phone and select to send it over BT. There you should be able to select the PC and the rest gets done automatically.
For a Nokia Phone you can also install the Nokia PC Suite, which allows you to browse in the phone contents via PC just like in a folder and also allows you to do backups, sync, ... However, this will only work with Nokia. Samsung should have a similar software, too.
However, for simple file transfer you don't need the manufacturer specific software.

Re: bluetooth
Yeah the bluetooth was a $25 option on the M700... it would be easy enough to confirm whether or not it had been installed by looking in the device manager.
