My guess is this will be offered to customers and OEMs for free. The customer will have the option to pay for an upgrade to pro. This way, Microsoft gets people using their OS, forces them to use the store, and hopefully the apps follow. It also would compete nicely with Android and chrome OS because the OEMs don't have to pay for those. Especially with Windows 10 on ARM coming this year, there will be no price difference for OEMs between making windows tablets and Android tablets. If the end user really needs the desktop programs they can pay for the pro upgrade directly. OEMs sell devices, Microsoft makes money, customers get choices. Everybody wins. At least I think that's the plan. The reality will probably be there won't be any good apps, windows 10 on arm will be buggy, and customers will be confused.
