I have decided to dual boot my system.I also intend to make it a clean install after formatting and repartitioning.
Can anyone guide me to the drivers for both OSes and through the installation?

On a side note..can I use my Vista 32 bit key to install Vista 64 bit??

Yes, you can use your Vista 32 bit Key to install Vista x64!
You can find the Vista Drivers for the tx2z on the HP Support website.
Can't really help you with Ubuntu though except to tell you that if you want the boot manager to work right you have to install Windows first.

With ubuntu as far as i know nobody on this forum has done it before. That being said most of the drivers are found by default in version 9.04. The main issue you will have is lack of ntrig support, as the only real work so far has been with wacom tablets.

You might be able to get the ntrig digitizer fully working by looking for Dell Latitude XT guides... Its the same kind of screen (afaik) and they should be able to help with that

Almost all of your drivers will be detected by default with Windows 7, most likely you will only have to install the HP Quick Launch Buttons Software, and maybe the Windows 7 ntrig drivers (from Dell). But check if multitouch is working before installing the drivers.
