Is there a way to make the Touch Keyboard/ TIP automatically pop up when you tap on an entry field. Like it does within Metro?

Microsoft changed the TIP API in Windows 8.x, so unless desktop applications update their code to the new calls then the answer is No. The only Desktop Application that has partial functionality is Office 2013.

Chrome 32 also automatically pops up the desktop keyboard when you tap on a field.

Yes. I see that now. In Outlook it seems to pop up with the fields like "to", "date" and subject in an e-mail. But then doesn't pop up when you tap on the body. Similar in Outlook Tasks- the "create a new task field" pops it up- then the subject and such fields, but the main body text does not. I of course only noticed it where it wasn't working- and not when it did.

The OneNote search field is the place I'd like it to pop up. Less putting down the pen & better function if you have the taskbar autohide to get the most screen space. I've been getting more acclimated to OneNote in metro. Search is good- but alas a big deal is Outlook Task tagging for me.

Funny side note- We're all so spoiled. When I bought a car last year the salesman was making way too big a big deal about the proximity sensor key. Said "It's not like the old fashioned ones where you have to dig your key out and push a button."

i wish the browser, or applications in desktop mode would resize back to their original size
    after using the keyboard.

you have to keep resizing the application afterwards, when you're done with the onscreen keyboard.

You can make the tip floating over your apps.
And then, no resize of any window before or after having used the tip.
