Multitouch on Windows 7 with Cintiq 22 HD touch

My work machine is an 8 year old Dell Precision tower running Windows 7. I don't have the exact model/version numbers at hand but it's 64 bit Windows 7.

I brought my Cintiq 22HD touch to use and the pen input works fine but multitouch does not work, despite being enabled in the Wacom control panel. I've tried enabling both Windows and Wacom gestures.

What do I have to do to enable multitouch? I know for sure the IT dept will be clueless.
