Create links to specific places in other files

    I know how to create a link to open a another file (PDF or similar), but is there any way I can make that link to a certain paragraph or page?

    The link would be in a note inside OneNote and it would go to say a paragraph in a PDF file.

    No one has any ideas?
    I want to select a phrase or perhaps part of a handwritten note, when that is highlighted I select a link and that link would take me to a certain page or section inside a PDF file even open it if it isn't already. Is there no method or 3rd party tool that can accomplish this?
    Am I weird for wanting this?
