Mine does not have the xpkDaily file that it is looking for and it is saying that it is being denied.

Aaah, I think I see what the problem is. When I made the zip file, it wouldn't make the blank xpkDaily folder, it just removed it.
Try navigating to
%programdata%\microsoft\Microsoft Ink Crossword\Data\
and then create a xpkDaily folder there, and I think it should work then.

That made it farther. Now it is saying that it does not have fcx10317-data.xml.

Well, fcx10317-data.xml should just be today's puzzle.
In fact, I deleted my "xpkDaily" folder, and it still downloaded the puzzles correctly, so I have to think there's another issue. You're on Windows 7? Are you in the US? Maybe the server won't let your region download or something? (That's just a wild guess, I really have no idea).

I'm on Windows 7 64-bit and in the US. Now it won't even find the universal puzzles. I've tried reinstalling it but still nothing. What directories should everything be in? Thanks for the help.

I've never tried it on Windows 7 x64, so maybe that is the issue? The program looks for the sample puzzles in
%programdata%\microsoft\Microsoft Ink Crossword\Data\xpkSamples\
and the daily ones download to
%programdata%\microsoft\Microsoft Ink Crossword\Data\xpkDaily\
. In Windows 7, that means that the folders are
C:\ProgramData\Microsoft\Microsoft Ink Crossword\Data\xpkSamples\
and
C:\ProgramData\Microsoft\Microsoft Ink Crossword\Data\xpkDaily\
There should be a PackContents.xml and 12 fcx*-data.xml files in the Samples folder.
Similar gets put in the Daily folder. Up to 7 fcx*-data.xml files can be downloaded, and a PackContents.xml gets created as well.
(Though, off-topic, but if you manually edit the PackContents.xml you can have more than the 7 puzzles loaded.)

Ink crossword xpkDaily access denied fix (daily puzzle)
I had the same problem with the access denied message for the xpkDaily folder. Navigate to the folder:
c:\ProgramData\Microsoft\Microsoft Ink Crossword\Data\xpkDaily
Then select Properties and on the Security tab you can edit the permissions for Everyone and Users to full access. Once you fix the permissions, you should be able to download the daily puzzle.
