Personally it's not as if those extra 15 minutes mean the world so why not leave the rule as it is?

Then again the amount of people that 'sneak' and carry on means that the rule doesn't really even exist

When I travel I carry a tablet to read on. It's quite irritating that I can't use them the first and last 15-20 minutes of the flight -- especially when those are the minutes I'd most like a distraction. As it is, I generally have to bring a magazin with me for takeoffs and landings.

And just to be clear, from what I've read, there is no serious consideration of allowing voice calls on planes. Too large a percentage of the travelling public thinks that's a terrible idea.
