Could be a dangerous thing for Google to start making more and more hardware and competing against its Android OEMs especially with Windows 8 as an alternative.

I don't think Google is too interested in getting into the hardware market, but rather looking to set the standard for other OEMs to meet. Google does the same thing with its Nexus phone program, and it's resulted in some great devices and has advanced Android smartphones from all OEMs. The fact that Windows 8 is looming as a market force is probably one big reason behind Google is looking to go down this road with tablets.
