Ok, I did a disk and erased all restore points except most recent and seems to have cleared up a lot
yeah I noticed it happens on my PC as well, and with all streaming videos. I guess back to my main theory: the internet is broken.

Handwriting IS frustratingly difficult, DO NOT get this tablet for handwriting, it is not worth it. Get a real tablet with an active digitizer
